According to the Rules approved in Council on 20/5/21 & printed on the first page of the Gazette on 16th May, the Governor should either have thrown open this post to competition or have recommended a Junior Clerk for promotion instead of bringing someone from outside the service & putting him over the heads of veterans in the service.
The pay is the same as at present advised.
I am not prepared to confirm this appointment & ask whether there are five "Cadets" already in the service. I cannot recommend anyone already in the service for promotion to this office in accordance with par. 2 of the Regulations published in the Gazette of 16th May. (Of course, M. Sutton must have been aware that his appointment was purely provisional & might be superseded by the Secretary of State).
M. Fleming does not leave England till the end of July or beginning of August. The only objection to delaying the answer is that all this time M. Sutton is left in possession & it will be a greater grievance to turn him out some months hence than if we do so now.
Telegraph that we should have warned that Sutton's appointment was provisional.
